Customs brokerage and representation in Romania

We lodge customs declarations and handle import, export and transit formalities on your behalf — at the customs offices in Constanța, Bucharest, Ploiești and Galați, and through partners at any other customs office in Romania.

What a customs broker does

A customs broker (customs representative) prepares and lodges customs declarations, calculates import duties, handles correspondence with the customs office and follows the operation through to release. For the importer or exporter, that means a single interface with the customs authority and an operation that does not stall on documentation details.

Medrom Logistics has been a customs broker since 2004, with a team of over 80 professionals and activity at 11 customs offices in Romania.

Direct or indirect representation

We can act in two ways, depending on your situation:

  • Direct representation — we declare in your name and on your behalf; you are the declarant, we prepare and lodge the declaration.
  • Indirect representation — we declare in our own name, on your behalf. This is the usual solution for companies not established in the European Union that import into Romania. To become one of our trusted partners for indirect representation, your company must pass our due diligence procedures.

The form of representation affects liability for the customs debt, so we discuss it before the first operation, together with the contract documents required.

Operations covered

  • Import (release for free circulation).
  • Export declarations (attention: this requires Romanian Customs UMG registration and empowering Medrom for export operations).
  • Transit (T1/T2) and discharge of transit operations at destination.
  • Special procedures: customs warehousing, inward and outward processing, temporary admission, end-use — subject to the authorisations available.
  • Entry and exit of goods in the Constanța Free Zone.
  • Presenting goods for physical inspection and assistance during the inspection.

How we work

  1. Documents — commercial invoice, packing list, transport document (B/L, CMR, AWB), certificates of origin or any other document required by the nature of the goods.
  2. Checks — tariff classification, customs value, origin, applicable trade policy measures; we flag any issue before lodging.
  3. Declaration — lodged electronically with the competent customs office; we track the status and respond to the authority's requests.
  4. Release — we confirm release, send you the documents and, if you wish, coordinate warehousing or delivery of the goods.

Frequently asked questions

What documents are needed for the contract?

Usually a representation contract or power of attorney for the person who will sign the contract, the company registration certificate and the EORI number. We send you the template and the full list at the first discussion.

Do I need an EORI number to import into Romania?

Yes. Any economic operator lodging customs declarations in the European Union needs an EORI number. If you do not have one yet, or its details need updating, we help you obtain or update it.

Can you clear goods at a customs office where you have no office?

Yes, through our partners. Coordination stays with Medrom and you have a single point of contact.

How to obtain an EORI number in Romania?

An EORI number (Economic Operators Registration and Identification number) identifies businesses and other persons in their dealings with EU customs authorities. It is valid throughout the European Union and is issued free of charge by the competent customs authority.

The procedure below applies to companies established in Romania. Different requirements apply to individuals and businesses established outside the EU.

1. Access the EORI Application

Visit the Romanian Customs Authority’s EORI Information System page and select “Cerere atribuire EORI” to access the application.

The page also provides a user manual, assistance information and a list of competent Regional Customs Directorates.

Make sure you enter the correct postal code, as this is mandatory.

2. Complete and Submit Your Application

Enter the company’s identification, registered address, legal status, VAT details where applicable, contact information and legal representative details.

Register the application in EORI-RO, print it, sign it and send it by email to the Regional Customs Directorate responsible for the company’s registered office. Check that directorate’s submission instructions.

Registering the application online does not replace submitting the signed application.

3. Supporting Documents and Representation

Customs checks Romanian company information through RECOM and VIES/ANAF VAT databases. Supporting documents may be requested if these databases are unavailable.

If a customs representative applies on your behalf, provide:

  • Evidence of the representative’s authority.
  • The representation contract.
  • A declaration stating whether you consent to the publication of your EORI number and personal data.

4. Receive Your EORI Number

Following verification, the assignment notification is sent to the email address provided.

If Customs identifies discrepancies, these must be corrected within 30 calendar days of notification to avoid rejection.

These steps follow the technical rules approved by Romanian Customs Authority Order No. 1,760/2023.

Processing Time and EU-Wide Use

Do not assume a guaranteed 24–48-hour turnaround. Apply before your planned customs operation and confirm the expected processing time with the competent directorate.

A business should hold only one EORI number, which can be used throughout the EU. A separate number is not required for each Member State. See the European Commission’s EORI guidance.

How to correct or update an EORI number in Romania?

Incorrect registration details or an EORI number showing as expired or invalid should be addressed before your next customs operation.

Updating an EORI registration normally means correcting the information linked to the existing number—not applying for a second number.

1. Identify the Issue

Check your original EORI notification and the information currently recorded.

An invalid result does not, by itself, prove that the number has expired. The European Commission states that EORI numbers do not have a general expiry date, although they may be invalidated. 2. Prepare the Amendment Request

Use the Romanian Customs Authority’s EORI Information System page to access the application and guidance.

Identify the existing EORI registration, enter the corrected information and prepare documents supporting the changes.

3. Submit to the Issuing Authority

Register, print and sign the application, then submit it by email to the customs authority that originally assigned your EORI number.

Attach the relevant supporting documents. Customs also checks Romanian company information through official registration and VAT databases.

4. Receive Confirmation

Customs verifies the request, validates the amendments in EORI-RO and sends a notification to the email address provided.

If applying through a customs representative, include the representation documents and the declaration concerning consent to publication of EORI and personal data.

The amendment procedure is governed by Articles 19–21 of the technical rules approved by Romanian Customs Authority Order No. 1,760/2023.

What If Your EORI Shows as Expired?

Contact the issuing authority with your existing EORI number, original notification and current identification or company documents. Ask it to confirm whether the issue requires a validity-date amendment, correction or another administrative action.

Do not assume that submitting an amendment automatically restores validity. Obtain confirmation and check the number through the validation service linked on the European Commission’s EORI page before relying on it for a shipment.

How to register in UMG for access to Romanian customs systems?

UMG Trader is the Romanian Customs Authority’s module for requesting access to the Integrated Customs Information System (SIIV) and managing users.

An EORI registration and UMG registration serve different purposes: EORI identifies the business, while UMG manages access to customs applications. Romanian Customs Authority — UMG and AES

1. Prepare Your Registration Information

Before starting, have the following available:

  • Your company’s EORI number.
  • Current company and contact details.
  • Details of the person responsible for managing the company’s access.
  • A valid qualified digital certificate.
  • The customs applications and operational roles for which access is required.

2. Open the Official UMG Instructions

Visit the UMG Instructions for Economic Operators page on customs.ro.

Use the official “Conectare UMG – operatori economici” link to access the application. Follow the current manual for certificate requirements, application fields and submission instructions.

3. Complete the Access Request

Request access for the relevant customs application and select the capacity in which your company will operate.

For AES, the available capacities distinguish between businesses acting on their own behalf or appointing a representative, representatives acting for other businesses, and operators performing exit-related functions.

Select the role that matches your actual activity. Do not assume that registration grants access to every customs application or every operational role. Official AES information

4. Complete the Required Registration and Access Checks

Follow the application’s instructions for providing certificate information, submitting the request and addressing any further requirements.

Before using the system operationally, confirm that:

  • The company’s access request has been processed.
  • The required application is accessible.
  • The intended user has the appropriate permissions.
  • Certificate authentication works correctly.

Submitting an access request should not be treated as confirmation that access is already operational.

5. Complete UUM&DS-RO Setup Where Required

If you need access to EU central customs services, UMG registration is only part of the process.

The company’s administrator must create or update the UMG access request to include UUM&DS-RO. The published workflow then requires business-profile configuration in UUM&DS-RO before accessing the relevant central services.
